Microsoft have updated the status of this incident to indicate that their fix has been successful. We are now seeing successful email delivery to clients however we will monitor this status overnight before closing.
Microsoft have confirmed an issue with a previously deployed updated resulting in errors receiving emails and specifically a "Server busy. Please try again later" error.
They are currently in the process of validating a fix for deployment

We have been made aware of issues affecting delivery into microsoft office 365 email servers / services. Microsoft are currently investigating.
This is a widespread event affecting multiple vendors / users and microsoft are investigating as a priority.
